The gauges really don't change in their basic design; only how they fasten to the dash cluster housing. 
Well I'll be damned!  I looked at a 69 fuel gauge, and sure enough, there are two small holes, and barely sticking out below them is a white cogged wheel.  It does take a fair amount of force to move the cog.

There's one tool I've always drooled over to have and haven't pulled the trigger: an English Wheel. 
I've done all of my metal shaping by hand so far, and my fingers are getting just a wee bit tired.

What projects have you started while "sheltering-in-place" during the pandemic?  I'd like to know: whether Mustang or something else.
For me, my harness business is booming, as folks are apparently taking the time to refurbish their Mustangs and are sending in their wiring for refurbishment.  Since everything comes in by USPS, UPS, or FedEx, social distancing is a no-brainer.  All of my supplies are likewise mail-order. 

I just went grocery shopping and saw $1.49

Start at one point with a flat screwdriver and push the part next to the firewall towards the center.  Push it towards the center and then the flap into the hole.  From there, work your way around the circle.
Or...with a good dremel, cut a large square around the entire grommet on the firewall and push in.  I'd recommend a hole punch, but that might ruin your wires.

Did Mr. Crane pee in his pants when he saw it, or did you force him to use your Standard urinal?
