New only means it is new but still can be no good.(just like women) 
Had more than one bad NEW solenoid.
You say you jump the solenoid... Are you jumping across the two large temanals  or across one large and one small?

Havent even started the body work list..Or the 5-speed list..
No wonder most restorations are 90+% never finished.

For those of us that have no idea what EPSA is my be a short run down would be in order.
I have no idea what it is......Will it flush my toilet faster?

Not shore what the TPS would have to do with the transmission controller please explain how it mite interfere?
 
I dont care how good someone tells you a carb is it is still not FI
Carbs are 100+ year old tech that has changed very little.
cars have been using FI from 1976 on so its not that new in itself but it has come a long ways..

Mine was taped to the wiring under the dash.

How much HP will I loss if my numbers don,t match?
If im only off by lets say 10 numbers what could I see on a dyno on a hot summer night in downtown jersey..

On a more realistic view point...All you need to do is fix the head and maybe make a cam change.
This would take far less time and money and you already know how to put it back together.
I know you are a bit bored with this problem.. 
I will give you a thumbs up if you take the extra time to do the 408C (also think roller cam)
Swapping to a all new stile motor just seams like a lot of need less work and frustration.

It my not be normal but my current 408C is far less finicky on tune than any of my last two 351C .
How long will it live? Time will tell..Hopefully one or two more weeks..

Unless you just have to have a big block it would be far simpler to put a stroked 351W in its place.
If I was going thru that much work and money and blood to install a BB I would use at least a 428..
