Map Light Switch

I think it's a trigger wire that runs down to a switch that closes when you open the glove box. The switch makes it so that you can have the light on manually or automatically when the glove box opens. Bruce

Yeah its the glove box switch. It is seen to the right in the picture on this ebay auction:

If the light won't turn on with the switch, then likely the switch is bad assuming you have tested it for incoming power. The glove box switch won't fix the map light switch, although it might allow the light to turn on when the glove box is opened only.
