Front End Body Assembly Steps - Need Advice

HI Folks, I removed the engine/trans from my 69 Mach1 then disassembled the complete front end to restore the engine bay. 

 

Logic seems to say that the fenders should go on before the headlight buckets. I'd like to minimize chipped paint as much as possible.Is this correct?

Need to put light buckets on to fenders first, using the rubber gasket that goes between the two. The top inner bucket bolt/nut is easier to get to with fender off

Hopefully you bagged and labeled the bottom spacers so it goes back like it was. May want to make sure the frame nut is still in place for rear bottom fender as well

I bagged and tagged as much is possible, but the car was put together by monkeys in the past so I pretty much need to start fresh and do it correctly.

What is the gasket between the fender and the headlight bucket?  I did a quick search but did not find it.
