Parking brake cable hole toe board

Where do I drill the hole in the toe board for the brake cable to go through the torque box? My body shop failed to drill the hole.

I found this pic that might help a little as well:

 

 

There was also a little metal tube in the original torque box through which the ebrake cable was running. We salvaged it and welded it back into the new box, which came without it.
