Painting new parts question

Hey Guys,

as you know, alot of the new parts come with black paint on it. I have new frame rails and fender aprons to paint. Do I need to strip off the paint thats on them or can I just sand them then paint? I didn't know how the quality was for the paint that comes on them.

They should be EDP coated and not just paint. If you cant wipe it off with reducer or acatone then just scuff it real well so you have the part dull (3M scotch pad purple) and you are good to put a good primer on it.
