Tail lidhts on all the time

Could a bad Brake lite switch be the problem with tail lidhts being on all the time?

That could make the brake lights stay on all the time but not the tail lights.

If it is the brake lights then yes, a problem brake light switch would likely be the problem. The switch is mounted on the brake pedal pin and sits against the master cylinder pushrod (or booster in power brakes). When you push the pedal the master cylinder rod pushes against the switch and activates the light.

 

I believe stuck brake lights would be on all the time even with the key off while tail lights would go out with the key off.

 

You can check the brake switch by simply unplugging the harness from the switch at the pedal. If the lights go out that's your problem.
