Overheating/Thermostat Problems

I have installed a Be Cool electric fan on my 69 Mustang using a hot rod air thermostat, and am having a problem. The thermostat won't kick on until the car is Hot. I have it turned to it's lowest point and am still overheating without it coming on, got any trouble shooting tips? It will work if I hold heat on it or after I shut the car off, could it be a low battery?
