Rear bumper install question

I'm getting ready to install my rear bumper. Here is a pic of a bumper bracket. Is this the proper order of the fastener? Of course the bot & big washer are on the "inside" and the shim and rubber washer are on the "outside". I didn't realize the big washer was necessary.

Yes, bolt and big washer go on from the inside of the trunk. Mine did not have a rubber washer. I did have to use my shims as when I changed the angle of the bracket it brought the bumper in too close.

It's correct but I didn't use any shims.  The rubber washers seal the holes so adding shims might be counter productive.  Try to install without the shims.  Do you have the correct wavy washers that go between the bracket and the inside of the bumper?

I might have extra I can send you.  I did mine and had a ton left over.
