VIN Border For 69?

I had to replace the entire cowl for my 69 Mach 1 rust bucket project. When searching for the correct rivets for my VIN I came across a VIN border for 1969 Mustangs. I have not seen a VIN border on the 69s I've seen. Are they supposed to have the border?

The 69's should have scroll/border but they were reversed stamped on late 69's so the letters were raised instead of recessed.

Mine was born October 1968. It has the recessed numbers.

Interestingly enough, my 69 is a Dearborn late production car (July 69), and has recessed letters. And yes, it’s the original VIN Tag.

There might have been some differences from one factory to another?

My 69 Coupe is an early Metuchen, NJ build 11/68 & has the recessed letters & numbers.
