Aircleaner cover - snorkel

I have a question for the experts. I thought my car had a smog pump. It doesn't. What it had was a hose that came off the aircleaner to a metal box that was atached right above the exhaust manifold. I have been told this is to help the car warm up faster.

 

Here is the question. Inside the snorkel there is a springloaded trap that looks as if it would close off the warm air and just pull air from the snorkel. How does that work? I used a heat gun to see heat would cause the sprint to work, but it didn't. It just seems as if my car was always sucking hot air off the manifold :no:

 

I have removed the set up, but I am curious how it is supposed to work.

it should operate on egine heat but most 40 year old flappers don't work anymore anyway.
